Italy is ALL expensive, but most especially Venice, so I would avoid that. Your best bet is probably Rome as it’s a beautiful city, definitely worth visiting, and it’s so big there are many various standards in accomodation and restaurants so you can choose the ones that best suit your budget.
Yes, I’d definitely choose Rome. You can search on internet for cheap hotels and restaurants before you leave, and then you can always change your mind when you’re there.

ROME! I have never been to Sicily, but Venice is very expensive and gets old very fast, not really worht spending more than a day. There is soo much to do in Rome and since the city is so big, you won’t have much trouble finding cheap accomodations. I could easily have spent 2 weeks in Rome.
If you are on a budget, definitely Sicily. Travel with a car, a tent and cooking gear or with a campervan and you’ll see so much on a very low budget! I absolutely fell in love with Palermo. Cefalu (northern coast near Palermo) and south around Mazara Del Vallo is great for beach and stuff. Catania and the Etna are beautiful too.
The cost of living is lower in Sicily, so prices for food are lower. If you are with a campervan or car and tent you can often get onto camping sites for just a few EUR. Hostels though are far and few between and sights are less dense than in Northern Italy.

Venice is freaking expensive! I’d say Rome and Sicily. Of course there are expensive places in Rome and Sicily too, but those are usually the really touristy areas.
